The centralized structure of the organization remains the same in other words decisions flow top down via command and control mechanism, bureaucracy persists, traditional process-focused management leads the operations, long term master plans are still critical, traditional waterfall project management still dominates, sometimes silos still exist etc.
Within the same traditional organizational structure , organizations establish Scrum teams and expect them to increase the productivity. Without changing the system even the leadership style won’t change. With traditional structure and management Agile will fail.
